Well there is a myth and arguement on how strong is the DEXless compare to LowDEx sin. While im writing this, I do not know the result. Im calculating as my thought goes.

Im gonna put 2 scenarios: Dirt poor and Rich chars. Both have about the same amount of money to buy equipts. We start both chars at lvl 120. Lets see:

Rich DEXless vs. Rich Low Dex : Fund = 1.2 Billion

- Low Dex: base stats: 4 INT, 4 STR, 78 DEX, 536 LUK
Equipts: Claw 60 att 8 Luk Craven. 3 att 8 DEX cape. 2 att 4 DEX FaceStomper. 27 att ilbis. 10 DEX earings. 15 stat Zakum Helm. 25 DEX overall. 15 att WG.
Stats after equipts: 19 INT, 19 STR, 140 DEX, 563 LUK, 107 Weapon Att. Total max damage range: 2338

- Dexless: Base stat: 4 INT, 4 STR, 25 DEX, 609 LUK.
Equipts: 53 att 8 LUK Skanda, 3 att 8 LUK cape, 2 att 4 DEX FS, 27 att Ilbis, 10 LUK earrings, 15 stat Zakum helm, 15 LUK top , 15 att WG.
Stats after equipts: 19 INT, 19 STR, 44 DEX, 665 LUK, 100 weapon attacks. Total max damage range: 2457
Winner: DEXLess

Dirt Poor DEXless vs. Dirt Poor LowDex: Fund = 40 Mil

Poor lowDex: Base stats: 4 INT, 4 STR, 88 DEX, 536 LUK
Equipts: 43 att 3 LUK Rab, 2 att 4 Dex cape, 3 dex 1 LUK shoes, 10 DEX overall, 27 att Ilbis, 15 Stat Zakum helm, 6 att WG.

Stats after equipts: 19 INT, 19 STR, 120 DEX, 555 LUK. 78 weapons attack. Total max damage range: 1666

Poor Dexless: Base stat: 4INT, 4 STR, 25 DEX, 609 LUK
Equipts: 41 att 3 LUK Skanda, 2 att 4 LUK cape, 5 LUK 1 DEX top, 4 DEX 1 LUK bottom, 27 att Ilbis, 15 stat Zakum helm, 6 att WG.
Stats after equipts: 19 INT, 19 STR, 45 DEX, 637 LUK, 76 weapon attacks. Total damage range: 1791
Winner: DEXless

Conclusion: In both cases, Dexless Sin can out damage a low DEX sin by 120-130 att range. Thats 5-6 levels different. So if you are planning to make a sin, go for DEXless. No matter how much money you have, you cant go wrong with Dexless even if you are dirt poor.

For low dex people zhelms are 30 stats(15 dex and 15 luk) and bottom luk doesn;t exist.

also in your calculations you did a 15 luk top and 15 luk bttom(30 stats) vs and 20 dex sauna(only 20 stats).

Usually, Low-dex are the ones that use Luk top and Dex bottoms, and Dexless the ones that use Saunas.

Because top and bottom clothes have Dex requirement, and as you said, they are Dexless

For a Dexless to use thief class clothes, he will need much more than 44 Dex as your calculations says, and of course a lot more than 1.2 Bill.
